Ed is managing quiet... but he visibly perks when Oswald speaks, brightening up again. "A lot of the citizens might comply, but there's a thriving culture of dissent in the Down. There's two marked run syndicates I know of, the Rubies, who are almost exclusively marked, and another run by a man named James Westley. He's smart, cold, he's done this sort of work before. He pays me freelance to do cooking for him sometimes. He has an alliance with a shrink, Hannibal Lecter. This guy is... dangerous, not in an Arkham staff way. He looked at us and saw us both. Immediately. And it didn't worry him. He's a predator, but I don't know what kind. Not organised crime type. I heard from a little bird that Pennyworth and Lecter have been seeing each other socially.

Murder is not necessarily a solution here. It's less of an issue for Ed and Riddler as it will be for Oswald.
