For Oswald's part, getting a rise or reaction out of Tim is a minimal desire. Generally, he's just talking in the way he would usually, with all his unnecessary flare for the dramatic. He's not trying to intimidate Tim and he's not interested in winning anything in particular here, just leaving Tim with an impression.
