Why would you ostracise a people for not having reached where you have, technology wise? That's awful." He can't imagine doing it. He wouldn't do it, Jedi or no, you don't let people suffer if you can help. "Not you and your friends, they're not awful. I'm glad you helped. But telling you not to help is just so... wrong."
And moments like this, it might show just how young Luke is in some ways, full of earnest bewilderment that any good people could take that stance.
