It's not a surprise that Chuuya is so shameless, but it's still... well, shameless! Atsushi almost admires it - not because it is in any way good, but because he couldn't be that way himself if his life depended on it (and it probably has, a time or two). How do people do it?! No, Atsushi doesn't want to be that way, but sometimes he still kind of wishes he had such skills...
Accepting the drink with both hands out of pure reflex, Atsushi only then thinks of what he's done, and if it's really okay. It's not, of course! It really isn't!! Even if he's still not 100% sure if Chuuya stole those drinks... even if, when he glances at the drink seller in alarm, as if holding a potentially stolen drink will put a huge arrow with "THIEF!" above Atsushi's head, he notes that the robbed(?) people are already getting replacements, so this was actually a victimless crime.... but it's still a crime! And he shouldn't do crime, but technically the crime has already been done, and he's also really hungry...
... Long seconds later, he's still silently staring at the drink, pointlessly battling with himself over what he should do. Clearly he is being a wonderful representative of the Armed Detective Agency, here.
Shockingly, he doesn't even think to thank Chuuya, as engrained as that response usually is.
