"I can agree, it's oppressively hostile here, not necessarily the people -- present company excluded," he's talking about you and that extremely hostile eye-roll and spicy attitude, as if Loki really has an issue with spicy, "I'd almost find it enjoyable if it wasn't like wearing a turtleneck sweater in the middle of a desert."

Or basically if he could come and go as he wanted.

"Well, not necessarily throw down a gauntlet, if I could find a game we could play games. I could probably magic one into being as a last resort, but it's just not the same," magically created technology doesn't even function the same way as something practical is a bit removed from something impractical, "but if you enjoy sparring for the sake of sparring, I come from a people who enjoy that sort of thing so I understand it."
