Phillip has no idea what kind of scene he's walked in on. To be fair, he was following it, purposefully- for the amount of magic he holds himself he is kind of shit at sensing it, but this was really obvious and he's always curious about how powerful something has to be to catch his attention like this. And this leaves him with all kinds of other questions in the best way possible.
A normal, sane, mortal person might see the terrifying thing reaching to grab them and scream, or dodge, or run, or do something. But Phillip is arguably none of those things, and a side effect of him becoming more comfortable with the fact that he's a reincarnated death god is that he doesn't try so hard to think how a normal human would react. Besides, the other guy isn't panicking so it should be fine, right?
