Phillip doesn't usually frequent bars in the Down, but he's here, in part because this was the bar closest to the warehouse they were working on converting into the theater and it was probably good to know what was around it, and part because sometimes he made a point of spending time in the Down, to keep a reminder of how shitty and vast the divide between the two areas were.
He looks over when he hears Juno talking, an eyebrow arching at some of the questions. "I mean, part of that depends on what side of things you're on," he says dryly when the lady asks about law enforcement, "As far as I can tell, Dominants get away with a hell of a lot more, and Submissives get locked up and have basically their community service time 'sold' to pay off any fines they don't pay on their own.
