Juno's had his fill of working with corrupt cops, of being a cop trying not to be corrupt and stay free from a complicated system. He's not looking to subject himself to that again. He wants to know what he's up against, but the more he learns the less of a picture he feels like he has.

Still, this seems like a really shitty system.
