Maybe, had Luke been raised by Jedi, or spent any real time with them, he would be much better at concealing his emotions and power in the Force. But he didn't, and he isn't, and so it will be fairly apparent to any Force sensitive and maybe to any psychic in the city that a powerful, light filled presence has arrived and is fairly distressed.
The medical is invasive and distasteful, but really, it's the clothing that's much more of an issue. Luke has kept himself covered up ever since Cloud City and even moreso since the scarring the Emperor left on him. It's private and he doesn't want to share his personal traumas with the world at large.
He's mostly going to try and avoid people until he gets put out into the main exit and eventually finds the limo that's waiting to take him to his apartment.
All Aboard
Dressed in his own clothes, Luke is keenly feeling the missing presence of his lightsaber hanging from his hip. He's taking the railway journey, as 'suggested' by their hosts, learning what there is and what happens and keeping his attention as much on the people as the sights. He keeps fairly still and stoic unless given a reason to step in. Or someone approaches him, in which case he looks up with a small and genuine smile.
Rain Rain Go Away/Sticky Fingers
In the name of trying to avoid kicking the living hell out of people (and risking exposure to the rain, he's seen what that's doing), Luke is trying to calm situations where the theft and violence are brewing. Mostly, it can be solved with a careful word, backed with a nudge, suggesting that this isn't worth it. He tries to be discreet, but frankly, he doesn't know that much about 'discreet', considering he learned from Han.
He also doesn't let anyone get the upper hand, either. A simple grab of a hand coming in too close and a twist and then a push with a little bit more behind it than just what his physical push can accomplish.
